The purpose of the meeting was to set the timetable for moving the association from its current status as a fraternal association, to becoming an operational inter-governmental organisation.

The role of the new operational organisation will be to establish vital information and communication links between the border and immigration agencies of member states It will promote common standards of good governance and management, undertake training programmes and take on operational oversight of international border initiatives.

The establishment of an International Centre for Border Security is another key aim that will bring together experts from academia, industrial and government arenas to find ways to sustain and enhance border security and improve efficiencies through science and technology.

The goal is to support Borderpol members ability to detect and deter crimes such as international terrorism, human trafficking, drug smuggling, illegal immigration, illegal arms trade and other related crimes.

It was agreed that the first programme to be introduced would be to tackle human trafficking and discussions with various members of the BEC are underway. Thomas Tass, executive director of WBO Borderpol, said, "currently there is no official body or communications network that links the world's border police and immigration services in any meaningful way, this leaves a huge gap our collective ability to detect and stop cross border crimes such as terrorism, human trafficking etc. WBO Borderpol plans to plug that gap"
