CSAA: FCC action could threaten ONA rules

The CSAA say tha it is unclear from the language in the FCC’s Notice of Proposed Rulemaking (NPRM) issued on Feb. 8, 2011 exactly which ONA requirements the FCC is proposing to eliminate. Specifically, it is unclear whether certain ONA services originally deployed for use by the alarm industry will continue to be protected by ONA rules. For example, if Verizon enters the alarm monitoring industry, it has to offer certain ONA services, called Basic Serving Arrangements and Basic Service Elements, to other alarm monitoring providers at the same rates that it charges its own affiliates.
It appears from their statement that the CSAA has tried to clarify the exact meaning of the new proposals but have been unable to clear up the ambiguity with the FCC. As a result, the Alarm Industry Communications Committee (AICC) and the Central Station Alarm Association (CSAA) are trying to dentify which, if any, of the original ONA network capabilities are still being used by the alarm industry. The CSAA is urging their members to contact them on this matter in order that they can assess whether it is necessary to put together a formal response to the FCC either supporting or challenging the changes.
