Santo Tomé City protects citizens with Messoa

Aware of growing concern for residents' safety, the City of Santo Tomé, not far from Santa Fe, Argentina, was determined to adopt a city-wide video surveillance system and completed their requirements with the help of technology from Messoa.
Home to more than 75,000 inhabitants, the City of Santo Tomé is located just 4 kilometres from the city of Santa Fe, capital of the province of the same name. With vibrancy and great potential due to its proximity to the province capital, this satellite city is quickly becoming one of the main hubs of Greater Santa Fe.

The municipality was planning to install high-definition cameras at strategic locations, such as main traffic routes and bridges in Santo Tomé with the dual purposes of preventing criminal activities, while providing information to the official security agencies in case of incidents.

Through a public tender, the City awarded the project to Messoa partner Miralo On line, a local system integrator based in Argentina, presenting a technical bid that overcame price-cutting competitions from other proposals.

The awarded proposal was to deploy a wireless access solution for linking PTZ cameras to a central control room. The application of wireless network would also provide the flexibility to relocate equipment as required by the municipality and also allow, during the growth of the project, to provide public Wi-Fi access points at the same time.

A total of 4 PTZ dome cameras were installed along with 17 fixed cameras to complement the surveillance system in the initial stage. The system integrator chose NIC950HPRO vandal-proof speed dome cameras and Messoa NCR875 bullet-type outdoor cameras for the project. Both models provide excellent visibility and image quality even in low light conditions, backed by Messoa’s proprietary Lumii technology. At the decisive public tender voting, a successful reference of the port of Japan was a critical factor that helped Messoa prevail against the competition.

In the words of the Mayor of Santo Tomé, Mr. Fabian Palo Oliver summarised the key factor that led to the choice of the system, which is the project team's efficiency. The system was completed ahead of the schedule and was able to be up and running with superior performance beyond the municipality's expectation.

"We are very happy with the work done by our management team”, said Mr. Oliver. “The talk with Miralo On line, which introduced a private initiative to implement this system, began in May 2012. This means that within a year we practically realised a project that at first seemed like a far-fetched dream, especially given the magnitude of this project for a municipality of our scale."
