Avermedia helps police to keep watch on detainees

Hsinchu Detention Center, which houses criminal defendants, juvenile defendants, prisoners, detainees with narcotic addiction and under gangster violation, is situated in Hsinchu, Taiwan. This institution has installed a complete surveillance system constructed with Averdigi Hybrid DVRs- SA6416E, EH5116 Pro, NV5000, and CMS CM3000.

To provide better security for this heavily armed facility posed various challenges, as the Hsinchu Detention Center raised five major requirements for the system. First, the surveillance system has to be stable to ensure the safety of the inmates and workers on a daily basis. Second, it has to constantly monitor inmates indoors and outside in order to spot suspicious activities and deter violence. The third is to provide evidence after incidents for investigation, and the fourth is to prevent violence or riots from going out of control with instant and effective reactions. And finally, to centralise camera feeds for better management of the property.

To make sure that Avermedia was able to provide the best solution for their needs, security managers at the Detention Center had a trial test on an Averdigi NV5000- Hybrid Window-based capture card. With a satisfactory result based on the functionality and services of the Avermedia products after a few weeks, they selected the Averdigi standalone hybrid DVRs/NVRs to connect to 120 analogue cameras throughout the facility. Since there are hundreds of rooms, multiple cell blocks, hundreds of inmates, close and instant centralised monitoring and reactions are critical to ease the burden of patrol officers, therefore, they have also evaluated and selected Avermedia's CM3000 CMS (Central Management Software) to provide instant notification from all camera data and 24/7 coverage on the whole Center.

Although centralised surveillance management was crucial to this project, Hsinchu Detention Center also faced budget limitations. Each of these 120 cameras needed to be closely monitored, but the fiscal budget did not allow the security manager to purchase as many monitors as he ideally would have wanted. So, to accommodate all the surveillance images, Avermedia provided the solution with a customised Auto Scan function on the CM3000 from the original 20 seconds per camera feed down to 5 seconds. This change has given security personnel the ability to quickly scan each of the camera streaming images without adding any additional costs for monitors, thus achieving a total awareness of the current state of the facility.
