Messoa protects Águas de Lindoia

After 4000 residents from the Águas de Lindoia filed a petition in early 2014 urging the municipality to revamp the city’s outdated public safety and surveillance systems, a complete new project was recently implemented by Lenc Engineering and using Messoa technology.

The renovation was performed with the support of the municipality and the local law enforcement. Altogether, the first phase of the project replaced the 18 old cameras with new network cameras from Messoa, including 13 NIC990 full HD speed dome cameras and 5 NCR870S full HD IR bullet cameras managed by a Digifort NVR, all provided by Bycon, the Messoa exclusive brand representative in Brazil.

"Aside from replacing the old cameras, the cameras were repositioned to crowded locations where there is a high potential for vandalism and theft. The new cameras were also used to monitor nearby traffic in the city, "said Valter Duran, Engineer at Lenc Engineering.

According to the integrator, the replacement took place because the previous installation was no longer able to meet the needs of the city and they were able to replace it with a more sophisticated design with better image quality and at the right budget. "Messoa is highly competitive in terms of product quality and price. That's why we chose Messoa, which offered better overall quality and fully met the project’s requirement in terms of budget”, Duran added.

The engineer noted that the new network video surveillance system installed in Águas de Lindoia has already caught the attention of officials from the neighbouring cities such as Serra Negra. "The image quality of the new video surveillance system drew interest from the mayor of Serra Negra, for which we will be doing a project soon”, Duran further commented.

Lenc Engineering was chosen to lead the project from the start. One of the tasks was creating a structured cabling infrastructure to ensure smooth data transmission. The integrator opted for optical fibre as the form of distribution aimed at a wider range, where other systems could be later integrated in the future. Currently the city has about 8 miles of fibre optics and footholds with radio systems.

"We have a cable that runs from the CCO and goes through the city. Thus, in the future, we can easily add to it. In two of the cities that are more distant where the fibre is not long enough to reach, the Ubiquiti radio systems are used, which offer very good signal coverage in these locations. This made the project more scalable and accessible to the city”, said Duran.

All video, coming from each of the installed locations through downtown and other areas of the city, are managed at the Command and Control Centre of the Municipal Guard. Digifort Enterprise 6.8 was used to manage the images that come to the centre.

Caio Monte Claudio, Commercial Manager of Bycon, noted that license plate recognition technology improves performance when tracing stolen vehicles. Yet he pointed out that the conventional cameras have problems with capturing both reflective and non-reflective plates that exist in Brazil. "However, the, so called,  "Catch All" technology developed by Messoa is capable of solving such a problem, even when vehicles are travelling at high speed", said Claudio.

The first phase of the project was completed successfully, and according to the integrator, the adaptation to the new cameras was fast. "We heard of Messoa, and we were fascinated. We are pleased with the results presented by the cameras. The integration of security personnel with the new equipment went smoothly. The training was quick and in three weeks we did the whole transition”, said Duran.

For the Commander of the Municipal Guard, France Cassiano, the priority for the municipality of Águas de Lindoia is to protect the city and its residents. "Our goal with the project was to monitor major routes in the city. In this sense, the cameras are the basis of the municipal security. The history of theft and violence was not pretty, but the new video surveillance system has helped significantly to reduce these rates”, concluded by Mr. Cassiano.
